Durch den Austausch mit Fachleuten aus dem Ruhrgebiet zum Prozess der wirtschaftlichen, sozialen und ökologischen Transformationen von Kohleregionen, deren Bestände zu Ende gehen beziehungsweise bereits erschöpft sind, wurden Pläne zur Diversifizierung des Wirtschaftssystems erstellt.
Diese Pläne dienten als Grundlage für künftige Investitionsprogramme und führten zu einem Beschluss des Staatsrats zur Weiterentwicklung der Strategie zur Förderung altindustrieller Gebiete.
